Without a carefully selected tie of good quality, your outfit may look out-of-place even you've got an expensive tailor-made suit
A sweater is too small when its too tight on your torso, theres a lot of wrinkling/pulling around your armpits, you can starkly see the contours of your physique and the texture/details/seams of the shirt underneath, and/or its too short with the bottom hem riding above the bottom of your belt buckle
But it never is the chic part of an outfit
